Sub: Implementation of L1,L2–Delay to public mails –    Harassment  committed on the staff – Agitational programmes by service unions –reg.



As a result of implementation of L1, L2 , lakhs of  public mails are detained in the pipeline. Unimaginable volume of mails is pouring in L1 offices. At the same time, the work load in L2 offices are in no way reduced. But the mail processing itself becomes a cumbersome process in L2 offices. Rolling back to the time tested old pattern of mail network will be the only solution. We are also aware that it is a policy matter to be decided at the Directorate level. But at the same time, the divisional administration is totally failed in managing the crisis. Though there is an inherent lacuna in the L1, L2 system which causes unnecessary delay to the public mails, it is in the hands of the divisional administration to ensure the processing of mails without further delay. The divisional administration’s failure to clear the mails at least from L1 offices causes much more delay to the valuable public mails. We are failed to understand why the L2 offices in our division are prevented from closing bags to other L2 offices. Complaints regarding the non-delivery of call letters, posting orders, passports, and applications are received daily from the public.



Sensing the alarming situation, our PMG has permitted the SSRM to engage outsiders to clear the mails. But outsiders were not properly utilized by the SSRM. They were instructed by him to sort out the second class mails, while keeping nearly a lakh of first class mails in deposit.



Adequate man power has not been provided to the L1 offices. But ironically man power has been reduced in Tiruchy RMS/2, Tiruchy RMS/3 and Tiruchy TMO. It is well expected that there will be more mails in L1 offices after implementation of MNOP (L1&L2). Reduction of man power at these crucial hours is totally unjustified and unwarranted. When the staff unions raised this point with the SSRM, he simply replied that the reduction of manpower is done by him only because of the orders of PMG. It will not be true. Because any proposal emanates only from the divisional office.



The SSRM thinks that he can manage the situation simply by giving phone call threats  & e-mail instructions. On the one hand, he tries to shift the entire burden on the shoulders of the staff who are already overburdened with. On the other hand, he is not ready to apprise the higher officers about the real situation at the ground level.

But he attempts to portrait a rosy picture before the higher officers. Mails kept under deposit are wantonly hidden from the eyes of the visiting higher officers. When the DPS was visiting the Villupuram RMS, all the mails kept in deposit were hidden in a  room in the upstairs of SRO, Villupuram building. When the Chief PMG visited Villupuram, all the mails kept in deposit were diverted to Tiruvannamalai Stg, Tindivanam RMS & Vridhachalam RMS. When the CHIEF PMG was visiting Tiruchy hundreds of bags were transported to erstwhile Tiruchy HO STG building. Tiruvannamalai  Stg and erstwhile Tiruchy HO Stg building  are functioning as dumping yards of unsorted first class mails of nearby L1 offices. All these practices are done only on the instructions given by the SSRM.



 The demand of the service unions to strengthen Tiruchy L1 office by considering the transfer requests is not accepted by the SSRM. But at the same time, he is transferring unwilling officials to Villupuram RMS from the L2 offices such as Ariyalur, Vridhachalam and Chengalpattu. Even lady officials are forcely transferred to the Villupuram RMS from far away places. This is the humanitarian approach of the SSRM. This is against the understanding reached between the service unions and the department of posts.



Transferring the officials from L2 offices without making any alternate arrangements will end in fiasco. Because of the haphazard transfer ordered by the SSRM the situation has already worsened in these L2 offices. Hundreds of bags are remaining unopened in front of almost all L2 offices. HRO Tiruchy and SRO Villupuram units to be strengthened by considering the maximum possible transfer requests. At the same time, the critical man power is to be retained in all L2 offices. L2 offices are to be strengthened by engaging some outsiders. The situation warrants all L2 offices may be permitted to engage some engage some outsiders. The transfer requests from L2 to L2 offices can also be considered. Our unions will not compromise on these issues.



On the one side, the SSRM is reducing the man power in L2 offices; on the other side he is transferring the L1 office mails to these L2 units. Within a week 120 big size L extras were transferred to Tiruvannamalai stg. 27 L extras to Tindivanam and 26 L extras were transferred to Vridhachalam. 300 bags were transported to Thanjavur RMS. All these units are functioning with skeleton staff strength. If the situation continues, they will be forced to send all the mails to L 1 offices without preparing any LBs or RBs. This will become a vicious circle.

4 officials were working in Chengalpattu were compulsorily shunted to Villupuram RMS. Now Chennai PSO is sending huge volume of second class mails to Chengalpattu RMS. 

It is also understood that the SSRM is attempting to convince the higher officers that the staff working in “T” division are not giving output. This is not true. The staff is facing immense problems. At the same time they work very hard. The staff in Villupuram, Ariyalur, Vridhachalam, Mayiladuthurai, Tindivanam, Thanjavur is forced to work continuous night duty without any break. CL/EL/weekly off/ FNO are refused. Even on emergent medical cases, leave is refused. This situation continues years together. The staff working in Villupuram RMS is treated like war prisoners. Many officials are developed with chronic diseases. Many officials are hospitalized.



Above all raising the morale of the workers is very crucial for meeting the present situation, but the approach of the divisional administration is demoralizing the entire work force. There is no supply of drinking water in some units. Basic amenities are not provided. Many night offices are experiencing frequent power cuts. There is shortage of supply in kerosene to run the generators. The money spent by the SROs is kept in pending in months together. PA is not replenished. The reason told is want of funds. At the same time, the divisional administration is spending thousands of rupees on non priority items. There is no proper fund management. Even sundry items like twine balls, PB scissors, Jutes, Quality carbon papers were not supplied.

Above all while shifting the CRC Tiruchy to the upstairs, no proper ventilation is ensured. There is no private dining hall, toilets to the lady staff. The available A/C machines were taken away from there to be installed in some other place. Hence the workers through out the division are agitated and decided to fight against the harassment committed on them. On the instructions of the SSRM, the staff are forced to forego W/O or FNO. Some SROs are refusing to accept the medical papers even on emergency cases. The same situation prevails in some other units also.  Even in implementing the instructions of the directorate, the divisional administration is not ready to implement some major instructions issued by the directorate. Because of the above situation, we are forced to launch agitational programmes as detailed below.

We believe that the divisional administration will invite us for a meaningful dialogue and resolve all the issues in an amicable way. What needed is remedial orders not sugar coated words. If the divisional administration remains indifferent to our demands our unions will launch higher form of trade union action at any point of time. A separate charter of demands is also submitted. The next course of action will be decided by JCA on 04.04.2012

CHARTER OF DEMANDS



        1. The present  L2 offices in Thanjavur, Kumbakonam, Vridhachalam and Chengal pattu are to be upgraded as  L1 offices. Karaikudi Stg may be delinked from Tiruchy L1 office and attached with Madurai L1.



                2. All L2 offices are to be instructed to close bags atleast for all other L2 offices mapped to the same L1 office. The Directorate order on the subject dated 01.02.2002 permits closing of such bags.

    3. All   L2  offices are to be permitted to close bags for all  L1 offices in our home circle &    importamt   L1 AND  L2 offices in our division, home circle and neighbouring circles when there is justification. The directorate orders no 30-7/2012-D dated 01.02.2012 permits such closing of bags.



   4.All the L2 offices to be instructed to retain the second class mails and dispose them accordingly.



    5. The present sorting pattern and sorting diagram are designed in an unscientific manner. This remains as a stumbling block in clearing the mails in a fast manner. They are to be redesigned. There must be  two levels of sorting. There must be a preliminary sorting and then detailed sorting. Sorting pattern and diagrams to be designed in such a way.



6. HRO Tiruchy and SRO Villupuram units to be strengthened with skilled man power by considering the request transfers immediately: at the same time the critical man power to be retained in L2 offices. Any other arrangement will be counter productive.      

Outsider s to be engaged in Villupuram RMS. L2 offices may also be permitted to engage minimum no. of outsiders.

All the officials sent on deputation to Villupuram from Chengalpattu, Vridhachalam and Ariylaur units are to be immediately sent back to their parent units. There should be no forceful transfer of officials from any unit in any name such as attachment or deputation.





7. FNO, W/O. CL are not to be denied to the staff. RMS staff  are working in night hours. Humanly it is not possible to remain in the office for all the 24 hours and all the days in the month without taking any rest are leave.



8. No leave papers submitted on the medical ground should be denied acceptance. Denying to accept medical papers is against the natural justice and the rulings of the department on the subject.



9. The practice of shunting the SRO/HRO/Divisional office staff to clear the deposit mails in the set to be immediately dispensed with.



10. No body should be compelled to perform OT duty against their physical inability and medical reasons. Because of the tortures made by some SROrs few newly recruited candidates were forced to resign their jobs.



11. Some sort of man power to be provided in the 26 GDS vacant posts. Because all the above posts are exists in crucial places.



12. A separate dining hall/rest room  and private toilet to be provided for the lady staff working in Tiruchy RMS.



13. Child Care Leave to be granted liberally without any restrictions.



14. Reduction of man power in Tiruchy RMS/2,3 and Tiruchy TMO/3 is wholly unjustified. Hence the posts of 6 SAs, 2 MGs, 2 MTSs to be immediately restored to the respective units.



15. The DPC should be immediately convened and all the eligible GDS officials are to be promoted as MTS.



16. The R’net branch in Tiruchy RMS/1 to be augmented with 5 RSAs. and Tiruchy RMS/3 to be augmented with 10 RSAs.



17. The R’net branch in Villupuram RMS to be augmented with 10 RSAs.



18. Deputation allowance to be paid immediately in the past cases of  deputation/attachment.



19. Villupuram RMS and TMO to be reorganized in to 3 sets as in the case of Tiruchy RMS.



20. Dining hall to be earmarked to Tiruchy RMS/TMO staff.



21. Cut off time to be fixed for speed and register branch in Tiruchy RMS & Villupuram RMS.



22. New sorting cases for Villupuram RMS to be provided.



23. Villupuram RMS & Tiruchy RMS to be augmented with SAs and MTSs.



24. 2 MSAs & MAs to be provided to Villupuram RMS.



25. 3 MSAs to be provided to Tiruchy RMS.



26. All the registration branches to be permitted to use CRC software instead of manual as done in other divisions.



27. All the computer tables supplied newly are to be replaced in Tiruchy RMS & Villupuram RMS.



28. A separate computer system is required for closing  speed TB and RTB at Villupuram RMS in mail agent branches.



29. Relocation of MSA table as in the past in Villupuram office.



30. Sorting cases at CRC Tiruchy RMS to be placed in a convenient manner to the staff.

31. Due to cancellation of CMMS Kumbakonam to Villupuram large number of bags are dumped at Villupuram RMS point. Hence the CMMS from Chennai to be extended up to Kumbakonam.



32. Augmentation of Sunday set of Vridhachalam RMS with one more SA.



33. Augmentation of Vridhachalam RMS on week days with two full SAs by converting 3 SSAs.



34. Uninterrupted supply of  kerosene to Ariyalur stg, Karur stg & Mayiladuthurai RMS.



35. One more speed SA to be allotted to Mayiladuthurai RMS.



36. New UPS to be supplied to Mayiladuthurai RMS.



37. Computer paper supply to be Mayiladuthurai RMS regularly.



38. Due to revision of working hours of Mayiladuthurai RMS it is very difficult to deal the outward mails. Hence the previous working hours to be restored. (i.e. 6.00 to 6.40 hours)



39. supervisor post of speed post and registration branch to be arranged without keeping management in Villupuram RMS.



40. Dumping of Villupuram RMS mails to Tiruvannamalai Stg and nearby units to be stopped. Dumping of Tiruchy RMS mails  is to be dispensed with. Otherwise sufficient manpower to be provided to the above offices.



41. A/C to be installed immediately at CRC Tiruchy RMS & Villupuram RMS



42 Tiruchy TMO/3 to be augmented with one more Mail Agent.



43 The Generator at Karur Stg to be installed early.



44 PA amount to be enhanced to  all the units of division,



45 Supply of drinking water at Tiruchy RMS, CRC Tiruchy & Tiruchy TMO regularly.



46. Tiruchy RMS/3 and Villupuram RMS to be augmented with 4 MTSs per batch.



47. There is no proper pathway in Thanjavur and Mayiladuthurai. Hence MMS van arrangement to be made for transporting the bags.



48. There is no proper pathway in Chengalpattu RMS. Hence additional MTS to be provided.



49. Pathway to be provided to Chengalpattu, Thanjavur and Mayiladuthurai.



50.  Additional man power to be provided to T-31 section for doing mail agency    work.



51. Lift facility to be ensured for the use of Tiruchy TMO.



52. Man power to be provided for doing exchange work at Villupuram Bus stand.



53. Considering the request transfers GDS officials.



54. Issue of identity cards to GDS officials.



55. Mazdoor rates to be enhanced at par with Chennai & Coimbatore.



56. All the computer tables supplied to CRC Tiruchy RMS are to be replaced immediately. There should not be any short arrangement in Tiruchy Stg Hub & Villupuram Stg Hub.



57. Relocation of  sorting cases  and computer systems in CRC Tiruchy.

58. No officials should be compelled to work on Sundays /Weekly Off/FNO against the instructions of the directorate norms.



59. Supervisor posts of CRC  Villlupuram and Villupuram Stg Hub  should not be kept under management.



60.Cut off time to be fixed for all the units in the division. No official to be compelled to work beyond the duty hours of the office.



61.  Sending of outward mails from Annamalai University to Virudhachalam RMS to be stopped immediately. They should be sent concerned L1 office.



62. All the forward RPs from Annamalai  University  should not be sent to Virudhachalam RMS. They should be sent directly to Chennai .



63. All the officers are issuing contradictory oral instructions to the SROrs, the HSAs and the supervisors. SSRM is issuing one instruction and the SAS is giving another instruction. The ASRMs or IRMs are iuuesing some other instruction. They are in contradictory nature.  One officer is blaming the STAFF FOR OBEYING INSTRUCTION OF ANOTHER OFFEICER.  Such practice to be stopped.

64. All oral instructions immediately to be followed by written instructions,

65. Fresh MDWs to be issued to all units immediately.
