TRAINING TO NEW RECUITS

Today during the bimonthly with the PMG we enquired about the training schedule to the newly recruits.

The APMG STAFF informed the following.

*The training programme will start probably in the month of JANUARY 2010.

*It will be conducted in batches. nearly 40 Persons will be in a batch.

*whose certificate verification, police verification process completes at the earliest will be sent to the first batch.
*only after completion of verification process a person will be sent for training

HOWEVER OUR UNOIN WILL TRY FOR EARLIER TTAINING BEFORE COMPLETION OF VERIFICATION PROCESS.CIRCLE AND ALL INDIA UNIONS WILL BE ADDRESSED.

BI-MONTHLY MEETING WITH POST MASTER GENERAL

Bi monthly meeting with the PMG, Tiruchy held today. com.J.Rajan, com.M.Gavanahan attended the meeting.
Issues related to SPEED HUB were discussed.The PMG appreciated our view point and assured us that his office will write to the higher ups in this regard.The PMG  will issue instructions for engaging newly recruited persons awaiting training to be utilised in the needy units .

further the PMG assured that he will do the needful to minimise problems faced by the staff in various units particularly at VILLUPURAM RMS.

A. A Proposal to open a BPC  at Annamalainagar will be considered  so that speed post articles from Annamalaingagar will be processed there itself.
B. CRC Villupuram will be shifted to upstairs.
C. Adequate manpower will be provided to speed hubs.
D. Remote scanners will be provided

ALL OTHER ISSUES IN OUR MEMORANDUM WILL BE POSITIVELY CONSIDERED BY REGIONAL OFFICE

DWC MEETING FOLLOW UP

        Sub: Excessive and provocative activities
by Sri.P.Michael Raj ASRM-HQRS.

        The Divisional working committee meeting held at Villupuram on 30-11-2010 seriously considered the excessive and provocative activities of Sri. P.Michael Raj ASRM-HQRs. The DWC unanimously resolved to appraise the SSRM about his in this regard. Further the DWC resolved to launch trade union activities to press the demand.

        An officer at ASRM level is expected to be impartial. Such an officer should not have any bias on caste or colour. But the activities of Sri. P.Michael Raj ASRM-HQRs seems to be guided by some extraneous considerations. Recently speed post centres are reorganised into speed HUB. On the one side valuable public mails are delayed and on the other side the staff working in various units are facing innumerable problems. It is no doubt that an officer should implement the Directorate’s instructions in letter and spirit. But the ASRM-HQRs act beyond the scope of the instructions from the higher authorities and issuing oral instructions to all the units and thus making the situation more badly. Further he seems that he is issuing the instructions without any authority from the SSRM or the higher authorities.

1.   a) Recently one RSA has been withdrawn from CRC Villupuram RMS on his oral instructions.
a)   Many of the register bags to be opened by Villupuram RMS are diverted to Tiruvannamalai stg. Because of the diversion valuable registered mails are also delayed.
b)  Rather than providing necessary assistance to the Villupuram unit he is issuing oral instructions not to grant to w/o, FNO, CL to the officials. The staff working in Villupuram, Tiruvannamalai, Tirupadiripuliyur and Vridhachalam are forced to do perform OT duty without any break or rest. Some officials developed with occupational diseases. Even the animals need rest and sleep. But the human beings are denied.
c)   Daily a large volume of registered and unregistered mails which are to be dealt by Villupuram RMS are diverted to Tiruvannamalai stg, Tirupadiripuliyur RMS, Ariyalur stg etc.
d)  Further he is threatening the checker of SRO Mayiladuthurai to open the register bags which are to be dealt by Mayiladuthurai RMS. Already the checker is dealing speed post articles.
e)   He is instructing the Tiruvarur RMS staff to open the speed post bags against the instructions of the higher authorities. It seems that he is issuing the instructions on his own without any authority and according to his whims and fancies. No instruction is followed by written orders. He declares himself as the authority to decide on everything.
f)    While visiting Ariyalur stg Sri.P.Michaelraj ASRM declared in the open set that the speed post hub centre is his own brain child. He shouted at the staff that his next move is abolishing the RMS and the first RMS office to be closed will be Ariyalur stg, no one can stop him.
2.   a) He behaves like an officer above the SSRM. He is expected by the Department to appraise the SSRM, got his orders and communicate his directions. But the present ASRM-HQRs instruct everybody to follow his instructions and got his orders on any thing. He even orders the SROs to address the communications to his personal name.
b)  Recently the SSRM visited SRO Tiruvarur. The Sub Record Officer of Tiruvarur sought the permission of the SSRM to engage the checker-cum-SSA on all the days. The permission was granted by the SSRM. But on the very next day the ASRM-HQRs phoned to the SRO and threatened only to follow his instructions. Further he threatened that he will remove the checker post in the ADL-2011. The SRO replied that the SSRM permitted him to engage the checker as it is in the establishment and Tiruvarur stg can be manned by the available staff without any shortage. But in turn the ASRM replied that he is going to issue an order bye passing the SSRM. Our union don’t understand what the motive is behind. We are also amazed why the ASRM is blind about the engagement of checkers at SRO, Pudukottai and SRO, Chengalpattu. Our position is to provide all the SROs. Further a sub ordinate officer should not tarnish the image of the SSRM before the local officials.
c)   ASRM-HQRs is thinking that he is the person fit enough to think anything. All others are fit for nothing. He believes he is the only person working and all other employees in the Division are sitting idle. He preaches about the shortage of manpower and instructs the SROs to sort out the mails in the deposit. According to his instructions the leave vacancy in the speed post extension counter should not be filled up. The available checkers should manage the leave vacancies. Leave vacancies in HRO and SROs are not filled. If the cashier goes on leave others have to manage. All these preachings are for others to follow. But when his turn comes he is engaging Smt.S.Bhuvaneswari SA even in the short term vacancies in the Divisional office. On some days Smt.S.Bhuvaneswari SA was arranged in the Divisional office even there was no vacancy of any kind.
d)  All his actions are coloured one. Sri.V.Krishnamurthy SA was working as complaints clerk in speed post centre on tenure basis. Smt.E.Felicia SA was working in the HRO as accounts clerk on tenure basis. When her tenure period ended the ASRM wanted to place her in a better place avoiding duty in sorting office. So in a tricky manner he converted the complaints clerk post as the ADL post. He did not got the orders of the SSRM to convert the tenure post in to an ADL post. In the middle of the tenure Sri.V.Krishnamurthy SA was shunted to Trichy RMS/2. He did not care about the fact that Sri.V.Krishnamurthy SA is a physically challenged person. He just included the name of Smt.E.Felicia as complaints clerk in the ADL 2010. The above averments are not exaggerated. A close perusal of connected records will reveal the entire truth. Now the ASRM is throwing his entire weight to retain Smt.E.Felicia in the same place as complaints clerk at any cost. What is the colour behind such favouritism is only known to him.
3     a) He is partial in the extracting the work from the OAs working in the Divisional office. Further he is torturing the staff in general and ladies in particular. He is passing unnecessary comments on the good workers. At the same time some selected OAs are allowed just and walk and sit. Some branches are tightened with over work and some branches are made lighter just to fit in some most favoured persons. The demand regarding the even work distribution among the OAs could not be materialised because of the delaying tactics of the ASRM.
b) Even he is applying different yard sticks for measuring the compulsory equal period in the operative work while deciding the tenure applications and relieving the officials from tenure.
c) He is partial in granting compensatory rest to the Divisional office staff. Some OAs were not granted CRs for working in Saturdays and Sundays. But one official was granted CR for just attending a simple work of other branch even on working day.
d) He will shout at the OAs for minor omissions. But the Himalayan mistakes committed by persons enjoying his most favoured status will b ignored by him even some financial loss to the Department is involved. Mayiladuthurai case is the better example.
e) While selecting the invigilators for SA recruitment exam, the name of one person was wontedly omitted by him. While granting honorarium the DSM who worked sincerely for two days was paid only Rs.25. Others were paid Rs.40. He may try to justify by categorising the DSM as clerical job. But the fact is the clerical staff was also paid Rs.40. The money does not matter. What matters is the ill treatment meted out. He seems that the ASRM is having some personal animosity towards the person working as DSM. The name of the above person was also omitted by the ASRM while issuing an appreciation certificate for creating software. He is calling the officials in singular. Some times his co-officers are also experiencing the same treatement.

        The Divisional working committee unanimously resolved to request the SSRM to confine the activities of the ASRM-HQRs within the limitations of the post what he is holding. Further the DWC meeting directed the office bearers to launch trade union activities if any change is not visible in the approach of the ASRM. Hence we urge upon the SSRM to seriously consider the issue and direct Sri.P.Michael Raj ASRM-HQRs to mend him to avoid major confrontation.

        Sub: Speed post hub centres and related issues.

        The Divisional working committee meeting held at Villupuram on 30-11-2010 elaborately considered the situation aroused after the implementation of the speed post hub centres by minimising the national/state speed post centres. The DWC unanimously is of the firm opinion that the entire speed post system is collapsing after the implementation of the hub centres. Our staff working in booking counters are receiving complaints from the public about the inordinate delay caused to their articles booked by speed post.

a.   A speed post article booked by one of our office bearers reached the destination, the collector of Tiruvarur District after a gap of four days. A crude fact is that the above article is booked at Tiruvarur HPO premises. The collectorate is situated within the delivery jurisdiction of Tiruvarur HPO.
b.   One Railway official complained about the non delivery of a speed post article booked for Pondicherry even after a long gap of one week.
c.   The speed post articles indented for Chennai City mails are delayed due to the hub system.
d.   Our staff working in SPCC feels that the traffic in speed post is going down after the introduction of hub.
e.   Sengunthapuram SO is situated within a walkable distance from Karur HPO. But a speed article booked at Sengunthapuram takes several days to reach.
f.    Tiruvarur segment speed bags are closed by Mayiladuthurai. An article from these segment has to travel from Tiruvarur to Thanjavur to Mayiladuthurai and then again to Tiruvarur. On the other hand Mayiladuthurai segment mails have to travel to Thanjavur and then again come back to Mayiladuthurai.
g.   Pondicherry and Annamalai University mails are shunted from office to office just to find a place for process.
h.   Karur, Pudukottai, Karaikudi and Ariyalur mails have to come from their own districts to Trichy and then have to travel back to their respective RMS offices in their way for delivery.

Now the speed post is a revenue earning product for our Department. Even the courier operators cannot match our service. But the present situation is allowed to continue we will loose our customers. Only the couriers will be benefited.

        Hence the Divisional working committee unanimously resolved to take up the issue both at the higher union level and also the Department level. We request the SSRM to order a thorough study and report the ground reality to the higher authorities for the immediate restoration of the all erstwhile speed post centres.

At the same time some of the problems which can be settled at Divisional level may be resolved by mutual consultation with the bonafide interest of serving the public.

Hence we submit the following for your immediate consideration and remedial measures.

i)             Pondicherry and Annamalai University centres are to be opened so that the unusual and unmanageable crises developed in Villupuram RMS and near by units can be managed.
ii)           The registered, un-registered mails of Villupuram RMS are not to be dumped to Tiruvannamalai, Tirupadiripuliyur, Ariyalur, Vridhachalam and other units. They can be processed at Villupuram RMS.
iii)          The present Villupuram RMS may be only with speed post, registered and first class mails.
iv)         The second class and PSO mails can be processed in a special set with the working hours 10.00 – 17.00 hours. In view of the acute shortage of man power this unit can be manned by outsiders/the newly recruited candidates awaiting training orders. No official working in night set to be compelled to perform OT continuously.
v)           All the officials to be granted weekly off/FNO/CL/RH.
vi)         All the RMS offices to be permitted to process the inward speed articles booked by the feeder post offices.
vii)        All the RMS/SPCC to be allowed to close direct bags for Chennai TD and other major offices.
viii)       One additional MSA may be provided to Villupuram RMS for speed post branch.
ix)          Villupuram speed post branch to be converted into a full fledged centre with adequate space, man power, supervising staff at par with Trichy SPCC.
x)           CRC Villupuram RMS to be shifted to the first floor where there is adequate space is available for accommodating the CRC.
xi)          Adequate space to be provided for Thanjavur RMS hub centre.
xii)        Sorting cases with adequate number of pigeonholes to be provided to Villupuram, Vridhachalam, Thanjavur and Mayiladuthurai.
xiii)       New printers, scanners, bar code labels and stickers to be supplied to the above units.
xiv)      The RSA post recently withdrawn from CRC Villupuram RMS by some oral orders to be restored.
xv)        Vridhachalam, Thanjavur and Mayiladuthurai centres to be provided with adequate man power.
xvi)      Because of the revision of working hours in Trichy SPC/2 there is unmanageable pressure at the counter in the evening hours. Manpower assistance is required. Additional systems to be provided to the counter and despatch.

We request the SSRM to consider the above issues and cause earliest orders for redressal. However as a policy matter our Divisional union will launch some forms of trade union activities to press the Department for the entire reversal and restoration of all the erstwhile speed post centres. Our future lies with the expansion of our Department. Your good office will also agree that we should not loose the confidence of the public now we are enjoying.

due to the preoccupation of the SSRM we could not meet him immedieatly.
on 9-12-2010 com.M.Gavanahan,com.T.Balasubramnian,com.TGunasekaran met the SSRM and urged upon him to settle all the issues discussed in the DWC.He assured that all the issues can be resolved.the memorandunm as decided in the DWC will be submitted within two days

WARM WELCOME TO THE NEW FRIENDS JOINING RMS

Our divisional union (NFPE) welcomes all the new comers who are going to join our Postal fraternity very soon.

On 03-12-10, all our new friends visited the Divisional office for certificate verification and medical examination. Our union made eloborate arrangements for guiding them at every point. Our office bearers, comrades J.Rajan, M.Gavanahan, T.Gunasekaran, R.Gunasekaran, T.Chandrasekar, T.Balasubramanian, M.Prabhakar, N.Ramakrishnan and  D.Mohanraj (HRO branch secretary) welcomed them.

When some problem arosed regarding the nature of the letter given for medical examination, we immediately intervened and did the need ful. Due to the non availability of medical officers in the hospital it was informed that the medical examination could not be completed on 3-12-10. Immediately com.T.Chandrasekar and com.N.Ramakrishnan rushed to the GH and arranged for immediate medical examination. Otherwise all the candidates should have been visiting Trichy subsequent days. Our divisional union appreciate them for their timely action.

Once again we congratulate our new friends and wish them every success in their career.
